The national Coastal Zone Management Act, while noting the importance of the entire coastal zone, declares that certain areas are of yet greater significance.
As a prerequisite to program approval, the Act requires “an inventory and designation of areas of particular concern within the coastal zone” (Section 305(b)(3)). In addition, it is necessary that “the management program makes provision for procedures whereby specific areas may be designated for the purpose of preserving or restoring them for their conservation, recreational, ecological, or esthetic values” (Section 306(c)(9)).
