DPNR Issues Request for Proposals for Legal Services to Support Environmental Protection Programs

U.S. Virgin Islands — The Department of Planning and Natural Resources (DPNR), Division of Environmental Protection (DEP), in collaboration with the Department of Property & Procurement, announces the release of Request for Proposals (RFP) No. 2025-002 for qualified legal services in support of the Hazardous Waste and Solid Waste Management Program (HW&SWMP).

This RFP seeks experienced attorneys or law firms to provide comprehensive legal support in the areas of regulatory compliance, permitting, enforcement actions, litigation, policy development, and public engagement. The selected legal provider will play a critical role in ensuring adherence to federal and territorial environmental laws, including the Resource Conservation and Recovery Act (RCRA) and local solid and hazardous waste regulations.

Eligible applicants must be licensed to practice law in the U.S. Virgin Islands and demonstrate a minimum of five (5) years of relevant legal experience, with a preference for those who have represented government or regulatory agencies.
