Attorney Percell was a vital member of the Coastal Zone Management Commission for 13 years, most recently serving as Chair of the St. Thomas CZM Committee. His practical and insightful contributions to the development of the Virgin Islands community will be deeply missed. His dedication remained steadfast until his untimely passing.
